Paul Fitzgerald is the Director of Security Services for The Edward Davis Company where he assists in the oversight of all security related services including physical security, crisis response planning, investigations, physical and cyber assessments, information analysis and trainings. He brings 31 years of law enforcement experience with the Boston Police Department to the Company, most recently as a Superintendent, and the Chief of the Bureau of Intelligence and Analysis from 2009 to 2017. In that capacity he had overall responsibility for Homeland Security and Intelligence matters in the Boston Police Department including during the Boston Marathon bombing event and aftermath.
One of Fitzgerald’s primary responsibilities was to oversee the Boston Regional Intelligence Center (BRIC). This intelligence center is one of seventy-seven Department of Homeland Security recognized and funded fusion centers in the country, and it was recognized as the best of the seventy-seven under Fitzgerald’s leadership in 2013. As a part of the Urban Area Security Initiative (UASI), which was created post 9-11 and focused federal support in the most likely high-risk Cities in America, the BRIC is responsible for the collection, analysis, and dissemination of information throughout the UASI region, which consists of nine cities and towns including Boston.
Fitzgerald also commanded the Boston Detectives that are assigned to the National Operations Center in Washington D.C., and the Joint Terrorism Task Force (JTTF) with the FBI Boston. Fitzgerald was the senior Boston Police Officer assigned to work with the FBI on two of the most significant terrorism cases in the United States in the past five years, the Boston Marathon terrorist attack investigation in 2013, as well as the 2015 terrorism investigation of a small cell that was plotting to behead police officers in Boston. Fitzgerald has traveled to Israel, London, Los Angeles and New York City to learn best practices on counter terrorism strategies.
Throughout his career while rising through the ranks of the Police Department, he held several significant positions, which included School Safety Coordinator for the Boston Public School System, Commander of the Youth Violence Strike Force, and Assistant Chief of all investigations.
Fitzgerald attended the Naval Post Graduate School’s Executive Leaders Program in Monterrey. CA., served on the Director of National Intelligence Advisory Board, and was recently the Distinguished Guest Speaker at the National Counter Terrorism Center in Washington D.C.
Fitzgerald holds a Top-Secret SCI clearance from the FBI.
