Robert DeMoura is a Senior Security Specialist for The Edward Davis Company. DeMoura works under the Director of Operational Security where he works closely with clients and oversees the company’s security officers. DeMoura also performs investigations, surveillance, physical security assessments, and security testing for EDC clients.

Prior to joining EDC, DeMoura served as Chief of Police for the City of Fitchburg, Massachusetts, as well as Interim Chief of Police for the towns of Shirley and Townsend, Massachusetts. DeMoura began his 35+ year law enforcement career as a police officer rising through the ranks as a Patrol Officer, Investigator, Sergeant, Lieutenant, Captain and Deputy Superintendent for the Lowell, Massachusetts Police Department. DeMoura developed and implemented the first Community Policing sub-station in the City of Lowell, Massachusetts (1993) which became a national model. DeMoura has demonstrated expertise in all areas of municipal law enforcement including policing management, strategic planning, investigation, and administration.
