William (Bill) Taylor is the Chief Operating Officer for EDC. Taylor utilizes 35 years of law enforcement experience with the Lowell Police Department – including his position as Superintendent of Police from 2013 to 2018 – to support our delivery of expert consulting and physical security services. He works closely with clients to assist in proper coordination of personnel and facilitate our team’s ongoing understanding of client needs.
Taylor earned his Master’s of Arts degree from Anna Maria College. Taylor later participated in Harvard University’s Massachusetts Senior Executive Program and Kennedy School of Government’s Executive Foundation “Leadership for the 21st Century: Chaos, Conflict and Courage”, where he gained advanced leadership skills through intellectual discussion and debate with national and international leaders. In June of 2012, he completed the FBI Academy’s 294th session. Today, Taylor demonstrates expertise in all areas of municipal law enforcement – including administrative management, strategic planning, investigative services, budget development and financial advisory, police and practice review, and community policing.
